Rights in Fortnite belong to Epic Games, who has no involvement in this model, in Desktop Mate, or in this site. The uploader controls the file; Epic Games controls the character. Those are two separate permissions, and downloading the file grants you neither.

The listing was last updated on 2025-01-24, before the best-known avatar loader was archived on 2025-12-04. It was therefore built against a toolchain that has had no maintainer since, and Desktop Mate has shipped app updates in the meantime.
